DSP and HR application deadlines, plus the RTB interview guide

Three competition guides have been checked against the current official material:

• DSP Traineeship Programme 2027: 30 planned places, a choice of 12 locations, and online psychometric testing followed by interview. The application deadline is 15 September 2026 at 3pm Irish time.
• HR Managers in the Civil Service: an Assistant Principal competition with four qualification routes and a minimum of four years of relevant HR experience. The application deadline is 10 September 2026 at 3pm Irish time.
• RTB Executive Officer: applications closed on 5 September. The guide now focuses on the interview and panel, with interviews expected during the fortnight beginning 21 September. Individual invitations take precedence.

This week in publicjobs: the first open HEO competition in a generation

The quiet spell is over. On 21 August publicjobs opened Higher Executive Officer in the Civil Service 2026, closing 10 September. It is an open, nationwide competition, not one restricted to serving civil servants, and candidates on the forums who have watched these campaigns for years say that has not happened at HEO level in roughly two decades. An Irish-language stream opened alongside it: Higher Executive Officer with Fluency in Irish 2026, closing 17 September. The live board is showing 289 vacancies, up from 275 last week.

The eligibility question everyone is arguing about

The HEO booklet asks for three years’ relevant management experience and spells out that it can include managing workloads, projects or processes. The application form then asks you to detail your experience formally managing people or teams, with dates and team sizes. That gap has caused real anger, with serving EOs who run processes rather than people convinced they are being screened out.

Candidates who emailed publicjobs about it report a clear answer: the management experience can be drawn from managing teams, projects, resources or stakeholders, and the capability framework allows experience from a wide variety of sources. In other words, the booklet wording governs, and process or project management counts. If the form wording was about to make you close the tab, it should not.

One more mechanic worth knowing before you apply: your position after the online tests is not final. For everyone who qualifies, the original application forms are reviewed and the pool is re-ranked, and a strong test score can still be shortlisted out at that stage. The form deserves as much effort as the tests.

Assistant Principal 2026: results due within days

Stage-1 results did not appear on 21 August as candidates had hoped. The line now being quoted is that publicjobs will endeavour to release them by the end of August, which puts the window at 27 August to 31 August. Candidates have also noticed their application statuses flickering between stages on the portal, which on the EO competition happened about ten days before results landed. Treat all of that as forum reading, but the wait is nearly over either way.

Panels: Dublin slows to a crawl

Clerical Officer clearance in Dublin has barely moved, sitting at just past 300 on the order of merit after jumping about 40 places the fortnight before. Candidates report the gap from passing interview to starting clearance is running five to six weeks in Dublin, with Garda vetting itself taking about three weeks for straightforward cases and offers sometimes arriving within days of vetting completing. Executive Officer interviews in Dublin have reached the mid-300s on the order of merit, and the interdepartmental panel is reported at around 101.

Some Clerical Officer candidates are also receiving requests for an enhanced background check after Garda vetting. On the forums the consistent reading is that it signals a role in Justice, An Garda Síochána or Customs, and that it takes months rather than weeks, so it is slow news rather than bad news.

The strike ballot closes Monday

Fórsa’s ballot of around 90,000 civil and public service members on industrial action closes at midday on 1 September, with the union’s executive recommending a yes vote. Whatever the result, it will shape the autumn for anyone holding an offer or waiting on a start date, and we will cover what it means here next week.
