What is the Administrative Officer grade?
Administrative Officer is a graduate entry route into the Irish civil service. AO work can involve policy development, research, analysis and specialist advice. The duties and qualifications depend on the role and competition, so read the relevant booklet rather than treating all AO vacancies as interchangeable.
The AO Specialist 2026 campaign covers four streams: Energy, Environment and Climate; Finance Policy; Health Policy Analyst; and Human Resources. The official vacancy and candidate booklet set out the requirements for that campaign.
For a broader view of the roles, see our Irish civil service grades guide.

Who can apply?
Check the qualification level, required subject areas, eligibility conditions and relevant dates for your chosen stream. A degree on its own does not establish eligibility for every specialist AO competition. Do not assume that qualifying for one stream means you qualify for all four.
If you are comparing AO and Executive Officer opportunities, assess each competition’s requirements separately. The title of a grade is not a substitute for its current booklet.
Applications for the 2026 specialist campaign closed on 13 October 2026. The preparation information below is for applicants already in that competition.
What are the assessment stages?
The specialist booklet identifies Stage 1 as an online assessment, with provisional dates of 5 to 10 November 2026. The invitation and familiarisation material confirm what you will sit and how to complete it.
Stage 2 is a capability-based interview and exercise, provisionally scheduled for 18 to 22 January 2027. Your invitation takes precedence if arrangements change. Prepare your specialist evidence against the AO framework in the booklet and follow the instructions for the exercise you are actually invited to complete.
Publicjobs explains its wider approach on Our Recruitment Process. Progression, scoring and any panel arrangements should be read from your competition documents; a practice score cannot establish your position in a competition.
Prepare for the tests with a clear method
Start with the familiarisation material. Identify the subjects, response method, timing and navigation rules. Then practise the skills you need and review the reasoning behind each answer.
PSP leads with six-point AO judgement practice: rate five actions independently, using the same rating more than once where appropriate. The AO mock contains 10 scenarios in 50 minutes. This is a PSP practice setting, not a confirmed specification for vacancy 9005. The main bank contains 60 judgement scenarios, 90 verbal questions and 120 numerical questions.
Eight secondary papers add 280 items: three numerical papers of 36 questions, two verbal papers of 59 statements and three single-choice job-simulation papers of 18 scenarios. These follow the publicly linked AO self-assessment, with a 30-minute practice timer or an untimed option. Neither that self-assessment nor PSP’s practice settings establish your current competition format. Follow your invitation.
Use these guides to make your preparation specific:
- AO assessment preparation plan: build a short routine around your recurring mistakes.
- AO numerical reasoning examples: work through percentage change, weighted averages and constrained decisions.
- AO verbal and situational judgement methods: distinguish evidence from assumptions and evaluate each action independently.

Keep your interview evidence ready
Choose examples where you can explain your own contribution: the information you analysed, the decision you made, the people you worked with and the result. Be precise about what was yours and what was a team effort.
Map those examples to the capabilities and specialist requirements in your booklet. Use the public service interview guide to structure your preparation. Existing Premium members can keep their examples in the experience workspace and use the interview tools.
Common AO questions
Does every AO competition use the same tests?
Use the current invitation and familiarisation guide to establish the assessment for your competition. Do not transfer timings, question counts or response formats from a previous AO competition or another grade.
Will I have an e-tray exercise?
An e-tray is one possible type of selection exercise, but the 2026 specialist booklet’s reference to an exercise does not by itself identify that format. Prepare for the exercise specified in your own instructions.
Do existing Premium members need another plan for AO practice?
No. AO practice is included in current Premium access. Open the AO practice chooser.
