Application field details below describe the structure recorded on 22 August 2026, not a newly opened application. Keep your submitted form unchanged and preserve a separate factual evidence record.
The general open Higher Executive Officer competition, vacancy 8195, closed at 3pm on Thursday 10 September 2026. It is now in the post-application period. The separate Irish-fluency competition has its own timetable; it does not extend this deadline.
This is an open competition for permanent, full-time HEO roles nationwide. The starting salary is €60,029 and the role carries 29 days of annual leave. Most vacancies are expected in the wider Dublin area, with a smaller number arising regionally.
It is also a rarity. Candidates who have followed these campaigns for years describe it as the first fully open HEO competition in roughly two decades - recruitment at this grade has otherwise been restricted to serving civil servants through interdepartmental competitions. That is forum consensus rather than an official statistic, but it explains the level of attention this campaign is getting, from inside and outside the service.
The big change candidates are reacting to is the eligibility rule: you must have at least three years of relevant management experience. That evidence can come from inside or outside the Civil Service, but the official application must show that it is genuinely relevant to HEO work.

HEO 2026 eligibility
On 10 September 2026, an applicant must have:
- A Leaving Certificate at Level 4 or above, or a minimum Level 4 major or minor award on the National Framework of Qualifications, or an equivalent qualification.
- At least three years of relevant management experience.
- Evidence of managing workloads, projects or processes in a complex, fast-paced environment.
- Evidence of strategic thinking and sound judgement.
- Experience researching and analysing information to support timely decisions.
- Experience working with internal or external stakeholders in multidisciplinary settings.
- Experience creating an inclusive team environment and opportunities for knowledge sharing.
- The ability to set targets, handle competing demands and deliver high-quality work.
Candidates must also demonstrate the HEO behaviours and skills in the 2024 Civil Service Capability Framework.
The key word is evidence. A job title on its own will not prove three years of relevant management experience. Your application needs to make the scale, duration and substance of the responsibility clear.
If the application form’s request for experience “formally managing people/teams” reads narrower to you than the booklet list above, you are not alone: candidates who emailed publicjobs about the gap report being told the three years can be drawn from managing teams, projects, resources or stakeholders, from a wide variety of sources. What counts as three years of management experience covers the wording question and how to evidence it.
Application archive: what the form involved
The application is completed online through the new publicjobs recruitment platform. The official candidate information says:
- Only one application is allowed per candidate.
- You cannot withdraw and resubmit after applying.
- Every mandatory section must be complete and every section of the progress tracker must show a green checkmark.
- No changes can be made after submission.
- You may select no more than two locations, and those choices cannot be changed after submission.
- If an acknowledgement does not arrive within 24 hours, contact [email protected].
The official PDFs do not publish the field-by-field wording of the online form. The recorded application form asks for a management-eligibility record plus examples covering leading and empowering others, evidence informed delivery, and communicating and collaborating. It also includes a supplementary-information field. All five responses are required and limited to 350 words.
The form also says publicjobs wants your experience and strengths in your own words, prohibits inappropriate AI use to write, fabricate or enhance application content, and may check originality, duplication and unusual response patterns. The sensible use of a preparation tool is therefore to organise your own evidence and check completeness, not to outsource the writing.
How to prepare the management-experience section
Start with a management timeline covering at least three years. For every relevant role or period, record:
- Your role and organisation.
- The dates and duration.
- What or whom you managed.
- The scale of the work, team, project, process, budget or service.
- The decisions you owned.
- How you monitored standards, deadlines and outcomes.
- One or two concrete results.
Do not stretch ordinary participation into management. Project and process management may be relevant, but your evidence still needs to show ownership, judgement, coordination and accountability at a suitable level.
Next, build a small bank of examples that collectively covers the six experience requirements. One strong example can support more than one requirement, but repeating the same story everywhere makes an application look narrow. The experience bible exists for this reason: build the stories once, improve the evidence and reuse the right parts through the application, shortlisting and interview stages.
HEO 2026 selection timeline
The role booklet reviewed in August gave this indicative sequence. The live official page checked on 12 September confirms closure and an initial online-assessment stage, but does not publish a new sitting date. Treat the later months as indicative, subject to your invitation:
- Applications closed at 3pm on 10 September 2026.
- Online assessments are expected in October 2026.
- Shortlisting is expected from December 2026.
- Interviews are expected in January 2027.
- Panel formation and clearance follow.
Dates may change. The panel is expected to operate on a demand-led basis for two years, so candidates can be called forward in groups as vacancies arise.
What online tests will HEO 2026 use?
The current booklet confirms an initial online-assessment stage, but it does not name the test types or publish the format. Candidates invited to that stage will receive a familiarisation booklet with the definitive instructions.
That means nobody should currently describe a particular numerical, verbal, situational judgement or e-tray format as confirmed for HEO 2026. Why the application still matters if tests come first
The online-assessment score sets the initial order of merit, but publicjobs may later shortlist from the application forms. An expert board can assess the relevance and quality of the experience provided, create a new ranking and call candidates forward in batches.
The application is therefore not an administrative formality. A candidate can clear the test stage and still lose ground if the written evidence is vague, incomplete or poorly matched to the role.
What to do after applying
- Keep your submission acknowledgement and a copy of the form you submitted.
- Preserve the dates, decisions and results behind each example.
- Monitor official messages for familiarisation material and your completion window.
- Read the format, permitted materials and system requirements before selecting practice.
- Use the assessment watch to separate confirmed instructions from general preparation.
- Keep later evidence notes separate from the original submitted answers.
